CHAPTER 4 PRESENTATION ON THE PROCESS OF PREPARING THIS PERIODIC REPORT. 128. In an attempt by the State to consistently bring consensus reports faithfully representing the realities on the ground to the attention of the international community, a long tradition of dialogue with civil society stakeholders has always been complied with, leading thus to the production of credible and qualitative documents. Consultation with non-state actors in preparing human rights reports is mandatory in accordance with the provisions of Law n°97-04 of 10 March 1997 relating to the Senegalese Human Rights Committee. 129. Before being referred to the Senegalese Human Rights Committee, the draft reports prepared by the Ministry of Justice are submitted for review by the National Human Rights Advisory Council which is an advisory body consisting of Ministerial departments and stakeholders of civil society. 130. The participation of civil society organisations in the process does not prevent them from submitting alternative reports reflecting their positions on specific issues to the august Committee for the implementation of the African Charter in Senegal. 30
