This Strategy is in line with WHO guidelines released in September 2015 49 which seeks to remove all limitations on eligibility for antiretroviral therapy (ART) and recommend that anyone infected with HIV should begin ART as soon after diagnosis as possible. 180. The Ministry of Health is also implementing nationwide, the Lesotho Population-Based HIV Impact Assessment (LePHIA) to generate data on HIV and AIDS on the entire population. The survey will enable better understanding of the impact of HIV in the Country50. 181. Lesotho has re-established the National Aids Commission (NAC). It was inaugurated on 10 December 2015. NAC distributed 31 condoms per adult man in 2015, above the UNFPA’s regional benchmark of 30.45 percent condom use among adults aged 15-49 with more than one sexual partner. The percentage of condoms distributed is 60.9 percent in 2015. ARTICLE 17: THE RIGHT TO EDUCATION Constitutional measures 182.
