The Commission is concerned that the Report does not indicate how the measures and policies put in place to protect the rights of older persons and persons with disabilities have been effectively implemented in the rural areas bearing in mind their own realities as compared to their counterparts in the cities and towns. Refugees, IDPs and Migrant Workers 40. The Commission is concerned that there is no specific legal framework/legislation to protect the rights of Refugees and Migrant Workers in Namibia.
