Ghana shall be vested in Parliament and shall be exercised in accordance
with the Constitution. "
The power of Parliament to make laws is exercised through bills which it
passes, and which are assented to by the President. The Parliament has
no power to pass any law that takes effect before the date of the making
of the law if it imposes limitations on the personal rights and liberties of
any person.

The Judiciary
To guarantee the rule (if law, Article 125 provides for an independent
judiciary which shall be subject only to the Constitution and neither the
executive nor the legislature shall have or be given final judicial power.

matters civil and criminal, including matters relating to the Constitution
and such other jurisdiction as Parliament may, by law, confer on it.
The top hierarchy of the judiciary is the Supreme Court which has
exclusive jurisdiction in:
"all matters relating to the enforcement or interpretation of [the]
Constitution; and
all matters arising as to whether an enactment was made in excess of the
powers conferred on Parliament or any other authority or person by law
or under [the] Constitution".
