(8) The Court may also give its decision by a reasoned order, after informing the court or tribunal which referred the question to it, hearing any observations submitted by the persons referred to in paragraph (2) above where the answer to the question referred to the Court for a preliminary ruling admits of no reasonable doubt. (9) Without prejudice to paragraph (7) above, the procedure before the Court in the case of a reference for a preliminary ruling shall also include an oral part. (10) The Court may, at anytime of the procedure request clarification from the national court that has requested a preliminary ruling. (11) The Registrar shall notify the court or tribunal that has made the reference, the Partner States, the Secretary General and any interested Organ or Institution of the Community of the ruling of the Court. 108
