In addition, two students who suffered from excessive force applied by police officers on that day have sued the Attorney-General. Their matters are before the High Court. (c) The demonstration over the constitutional review process that resulted in some persons being harassed by over-zealous police officers in December 2004. At the time of reporting the matter was still being investigated by the Police high command. D. OTHER MEASURES 299. It is Zambia’s view that freedom of assembly and expression are entwined. This position is established by the measures that have been stated above. E. FACTORS AND DIFFICULTIES 300. Zambia recognizes that it still has difficulties in the application of the Public Order Act especially in the interpretation of the Act by some police officers.
