Transparency and effectiveness During the first quarter of 2012, the technical secretariat of the steering committee of the programme-budget of the State (ST/CPBPE) pursued the communication/sensitization actions on the budget programme. In total, 1,252 participants, mainly members of the CASEM of ministries, were concerned by these actions. Furthermore, the documents produced on the programme budget were largely distributed in the ministries, institutions and partner structures of the ST/CPBPE. The DT/CPBPE also recruited a firm for the operationalization of the communication strategy on the programme budget. 2.2. Information on the expenditure chain With the support of the American Public Treasury, the Ministry of Economy and Finance received technical assistance for the design of a model for forecasting budget revenue. It is called the “Revenue Forecasting Model” (MPR). The said model is available and operational. It is used for preparing budget estimates as part of the development of the Medium-term Expenditure
