arbitrarily. In 2007, death penalty was abolished and replaced with life
imprisonment.13 Apart from the formal abolition of death penalty in the
penal code, Rwanda recently ratified the Optional Protocol to the Convention
against Torture which demonstrates the commitment to protect and promote
human dignity and moral integrity. Furthermore, Rwanda has currently
removed its reservation on the Maputo Protocol related to abortion and this
aims at protecting the lives of unborn child and their mothers.
79. The right to life goes with the right to health and that is one of the reasons the
Government has made maternal and child health a priority in all
development programs. Considerable advancement have been made to
ensure maternal and child health. The country has now 6 referral hospitals in
different regions of Rwanda, one provincial hospital in each Province, one or
more district hospitals in each District, and 96% of the 416 administrative
sectors have at least one health centre. This resulted in the reduction of the
time needed to reach a health centre from about 95 minutes in 2005 to 60
minutes in 2015.
80. These efforts have directly led to reduction of motality rates and has
increased life expectancy from 49 years in 1994 to 64 years today. The
government also continues to provide health insurance which is mandatory
for all citizens. The recent report on Mituelle de sante shows that the
coverage for the fiscal year 2015 – 2016 is measured at 81,68%. Health
policies have been adopted to foster the above-mentioned programs. Some of
these policies on health include: Health Sector Policy 2015; Rwanda
Pharmacy Policy 2016, Health Sector ICT Security Policy January 2016,
National Community Health Policy; Health Financing Sustainability Policy
March 2015 ;National Food and Nutrition Policy; NCDs Policy 2015 and the
Community-Based Health Insurance Policy Of 2010.
Article 5: Right to dignity, prohibition of torture and slavery
81. The Rwandan Constitution prohibits physical abuse or cruel, inhuman or
degrading treatment as provided in its article 14. In addition, the
Constitution also provides that crimes against humanity, genocide, and war
crimes are punishable by the law. Inspections are conducted regularly by the
