Preface Alhaji Bamanga Tukur, CON Chairman, National Council on APRM (NCA) 1. I am privileged to present the Second Progress Report on the Implementation of the National Programme of Action. As you may be aware, our country Nigeria acceded to the African Peer Review Mechanism in 2003 and was peerreviewed in 2008:, arising from this exercise was the National Programme of Action. 2. I am happy to note that significant strides have been made by all tiers of government towards implementation of the National Programme of Action. For example, in order to facilitate its implementation within the Federal structure, as well as ensure national ownership, the NPoA was disaggregated into Federal, State and Local Governments and was subsequently approved for implementation by the Federal Executive Council and the Council of States. Furthermore, the NPoA has now been mainstreamed into the national planning process thus making its implementation a matter of necessity. The implementation of the SPoA has also been going through domestication by the States in their planning processes. I am of the view that once initial teething problems of understanding and processes of domestication of the programme are surmounted, future monitoring of implementation and subsequent reporting will get better. 14
