deepen
political,
administrative
and
fiscal
decentralization
is
being
discussed
by
Cabinet.
Political
decentralization
The
issue
of
election
of
Metropolitan,
Municipal
and
District
Chief
Executives
is
still
part
of
public
discourse.
Respondents
(45.2
percent)
were
of
the
opinion
that
the
Chief
Executives
were
still
the
most
powerful
personalities
at
the
District
level
under
the
decentralization
system
(Figure
8).
The
majority
(73.8
percent)
of
Respondents
knew
who
their
Chief
Executive
was,
an
indication
that
DCEs
are
in
close
contact
with
the
populace
(Figure
9).
