Respondents   expanded   the   meaning   of   “arbitrary   detention”   to   include   “being   held   at   the   police  station  or  prison  without  charge”.  A  significant  proportion  of  Respondents  (26.3  percent)   were   of   the   view   that   the   security   system   does   not   protect   citizens   against   arbitrary   detention.   Stakeholders   contend   that   many   remand   prisoners   have   not   been   given   the   opportunity   to   prove  if  they  are  guilty  or  not.     A  study  by  the  Centre  for  Human  Rights  and  Civil  Liberties  (CHURCIL)  reported  that  out  of  the   total  prison  population  of  about  14,000,  about  a  third  constitutes  remand  prisoners.  The  report   28
