2.3.15 Progress has been made in the restructuring of NAADS within the
framework of the Plan for Modernisation of Agriculture (PMA) to
support and strengthen the achievement of PFA objectives. The
NAADS approach is focused on „Strategic Enterprise Approach‟ to
complement the farmer-driven participatory approach to enterprise
development and the promotion of new technologies and the increase of
farmers‟ access to information in order to transform Uganda‟s
agricultural sector from mainly subsistence to market oriented farming.
2.3.16 A number of business associations transited from the informal sector
into fully registered companies and enabled businesses in the corporate
sphere.
2.4 Socio-Economic Development
2.4.1 Significant progress has been made to institutionalise within ministries,
departments and agencies of the necessity for generation of gender
disaggregated data and information. Several studies have been
undertaken in the sectors to generate gender disaggregated data and
information. Mechanisms have been devised for its use in informing the
formulation, implementation and monitoring and evaluation of
government programmes. Studies were undertaken to mainstream
gender in key government policy frameworks such as the 2004 Poverty
Eradication Action Plan; the PRDP for Northern Uganda; the KIDDP,
PMA and NAADS.
2.4.2 The Ministry of Gender, Labour and Social Development (MGLSD),
developed a gender policy as well as guidelines that have helped sectors
to mainstream gender in their programmes, budgets and activities. The
gender policy has also been reviewed to address the new changes in the
policy reforms as well as challenges registered during the implementation
of the APRM Programme of Action priority areas with specific focus on
the Social Development Sector.
2.4.3 Some progress has been registered by government with regard to
building capacity for institutionalising a culture of gender equity
budgeting within the sectors, although there is a need to extend gender
budgeting training to the local level. Civil Society Organisations have
contributed significantly to achieving a strong national gender policy
framework by generating information and advocating for more gender
