3.9 Corruption Though the country slipped on the Transparency International Corruption Index from 3.4 in 2010 to 3.2 in 2011, a number of initiatives were undertaken to strengthen the institutions fighting corruption. 3.9.1 Empowerment of (EOCO) The Legislative Instrument (LI) to operationalize Act 804, which established the Economic and Organized Crime Office (EOCO), has been prepared. The office has also prepared a draft Strategic Plan and Standard Operation Procedures (SOP) to guide its operations. 3.9.2 National Anti-Corruption Action Plan (NACAP) The Commission for Human Rights and Administrative Justice (CHRAJ) in collaboration with key national stakeholders completed the final draft of the National Anti-Corruption Action Plan (NACAP). 3.9.3 Extractive Industries Transparency Initiative (EITI) The country extended the Extractive Industries Transparency Initiative (EITI) to the oil and gas industry. Judgment Debts The payment of some judgment debts to certain institutions and individuals raised questions about the prudent use of state resources and oversight responsibilities of key line ministries. 3.9.4 Oil Revenue Management The Petroleum Revenue Management Act, 2011 (Act 815) was passed by Parliament.
