2.16 Public Sector Reforms The country commenced the implementation of the new Civil Service Medium Term Improvement Programme. Very little progress was however made in the establishment of such key institutions as: • Civil Service Committee on Administration Reforms • Reform Coordinating Unit, and the • Monitoring and Evaluation Unit Capacity profiling in the public sector (CIDA, headed by Ministry of Finance, Office of the Head of Civil Service; NDPC; Public Services Commission Financial Sector Reforms The Budget and Public Expenditure Management System (BPEMS) was re-launched as the Ghana Integrated Financial Management Information System (GIFMIS) in 2009. GIFMIS integrates budget preparation, execution, accounting and reporting, cash management, fixed asset management and payroll management as well as interface other systems like the Ghana Revenue Authority (GRA), Bank of Ghana (BoG). The implementation of GIFMIS has led to an: • Improvement in the publication of public standard annual financial reports • Increased management reporting and queries • Improved commitment management • Enhanced annual budget preparation • Strengthened internal controls and auditing capacities • Enhanced and modernized revenue collection processes 2.17 Salary Rationalization The Single Spine Salary Policy (SSSP) has entered its second year of implementation. As at the end of December 2011, about 97 percent of public sector workers had been migrated onto the Single Spine Salary Structure (SSSS).
