Regional marginalisation, particularly of the North, is attributed to a lack of political will and not to capacity constraints or insufficient ownership. What is needed is the marshalling of political will to address the issues of access in such a way as to achieve the true potential of the nation. Stakeholders acknowledge that the lack of ownership, capacity constraints, and inefficiencies in design and implementation have been critical factors in the average performance of the nation in this regard. iii.
